Forging Ahead: Process-oriented Technical Assistance to the Ministry of IDPs (Internally Displaced Persons)

Brief description:The overall objective of this project is to support the MRA and other relevant ministries in implementing the "IDP IV" programme, which aims to provide durable housing solutions to IDPs, raise them and their host communities out of extreme poverty and lessen their dependence on the state.

The purpose (specific objective) of this project is to support the Government of Georgia to reach compliance criteria related to the IDP IV programme (mentioned in section 1.4 above). In particular:
Increase the capacity of the Ministry of IDPs from the Occupied Territories, Accommodation and Refugees of Georgia (MRA) and its Regional Offices to implement the !DP Action Plan, inform about and provide services at central, regional and local level and to coordinate processes related to durable housing and livelihood through out the process from policy generation to their implementation. Assist the MRA in setting up the institutional frameworks to support the above mentioned processes.

Position: Key expert 1 - Team Leader / Senior Expert on displacement-related capacity-/institution-building
Duration of the assignment: 201 work days in the period Oct 2015 – Sep 2016, starting as soon as possible

Requirements
Qualifications and skills:

  • University degree or equivalent in post-conflict management, public administration, international law, political and social sciences, humanities, or a relevant, directly related discipline
  • Excellent project management skills to coordinate all sub-projects and leadership skills to build and manage a team composed of expatriate and local specialists
  • Ability to ensure good communication and co-ordination with government counterparts, the Contracting Authority and other partners and stakeholders; strong intercultural communication and diplomatic skills
  • Strong analytical and report-writing skills
  • Fluent written and oral communication in English, computer literacy

General professional experience:

  • At least 10 years of working experience, of which at least 5 years in public sector administration or equivalent organizations in a post-conflict setting or transition country
  • At least 2 years of working experience as manager of staff, head of department, unit or organization in a post-conflict setting or transition country
  • Considerable experience in public administration and/or institution building, project management and policy drafting

Specific professional experience:

  • At least 5 years international experience as Contractor, technical adviser or team leader in international cooperation programmes or international assistance projects, preferably in ENP East countries. Experience in a similar position in at least one project of a duration and nature equal to this contract (annual allocation minimum 0.5 MEUR) is considered an advantage
  • Experience in capacity-building and governmental institution-building, including transition processes, change management and the operationalization of policies
  • Experience in drafting policies and advising on policies related to migration, displaced populations or socially vulnerable persons, poverty alleviation and livelihood creation, or similar, in post-conflict settings or transition countries
